HARKA: VILLAGE OR SMALL TOWN?

Hungary is a country with a declining population, but settlements in a good economic environment are seeing population growth. One such good economic environment is the West Transdanubian region from Mosonmagyaróvar to Szentgotthárd. Sopron and its region also stand out from this environment. Over the last 20 years, demand for real estate in Sopron has increased significantly, resulting in high price growth. Property developers and home seekers have also turned their attention to neighbouring municipalities. These municipalities have pursued different strategies, but growth has been observed everywhere. However, the growth of Harka is striking in terms of both population and area. Behind the numbers, however, lie serious problems and tensions, which this paper explore. Can the identity of the municipality be preserved? Do the agricultural land still need agricultural management? Can there be limits to growth? And can all these issues be addressed through urban planning instruments?
